In tax litigation, time works against the taxpayer. The administrative challenge is subject to a strict deadline running from service of the act, and missing it closes off, as a rule, any later discussion of the merits — however well-founded the arguments may be.

Involvement from the inspection stage is usually the most effective, because it allows the taxpayer’s position to be built before the act is issued.
